I have received this myself first hand at school at it really hurts,the more sadistic teachers would hit the hand at the back on the knuckles,we had one teacher who delighted on placing strong bulldog clips on pupils ear lobes,some of them were evil and took advantage to inflict pain for pleasures sake,if you were sent to headmasters study then woe betide you.

Very nice, lovely to see her getting really sore hands. But that was a ruler not a strap as suggested in the title.
